Reporting Overview :

On a quarterly basis (or monthly for some) sub-recipients must use Parrascope to report the following information on all ARRA awards:

  • A List of Jobs Created or Retained (Jobs / Hours Funded by ARRA)
  • A Narrative Description of those Jobs
  • A Narrative Description and Estimation of the Project Progress
  • A List of Vendor Payments Greater than $25,000 (cumulative for the quarter) UPDATED

Jobs Created or Retained (Funded By ARRA) :

Each quarter you must provide a list of jobs (created or retained) that are directly funded by ARRA. A job is defined as one in which the wages or salaries are either paid for or will be reimbursed with Recovery Act funding. Jobs funded partially with Recovery Act funds will only be counted based on the proportion funded by the Recovery Act (i.e. 520 total hours worked in the quarter, 50% funded by ARRA, equals 260 reported hours). Parrascope provides members with an FTE calculator to help simplify this process for you.

Most vendor spending by ARRA sub-recipients will be for materials or with central service providers. These represent indirect jobs that should not be included in your totals. Other vendors, such as a consultants, represent direct jobs and they should be included in your quarterly report. For these vendors, you will be responsible for collecting the total hours worked funded by ARRA project for each quarter and entering them into the FTE calculator for the project.

Job data is retained from the previous quarter, so users will only be required to update the hours worked for the most recent quarter.

If there are no jobs for the project for the quarter, you will not be responsible for entering information. In these instances you may use the Parrascope shortcut that automatically "zeros" out the jobs list and provides a generic job description.

Description of Jobs Created or Retained :

Each quarter you must provide a brief narrative description of the jobs listed in your FTE calculator. The narrative should include a brief description of the types of jobs created or retained. This description may rely on job titles, broader labor categories, or your existing practice for describing jobs as long as the terms used are widely understood and describe the general nature of the work.

For partial hours worked and/or jobs with partial ARRA funding, you should provide clear explanations of how you arrived at your numbers. This could include start and end dates, average hours worked in a week, the total of hours worked, and the percentage of hours funded by ARRA.

Narrative descriptions are retained from one quarter to the next, and should represent a cumulative description of the overall jobs impact. Most sub-recipients will make only minor changes to this description throughout the life of the project.

If there are no jobs linked to this project, you may use the Parrascope shortcut or type "No jobs impact this quarter."

Project Progress Narrative :

In addition to a description of jobs created or retained, you must also provide a narrative of your cumulative progress on the project. This should describe the progress your organization has made concerning the goals and objectives of your award application. This narrative is also retained from quarter to quarter, which makes updating fast and easy.

In addition to a narrative, you will estimate the completion status of the project by selecting one of four possible status options: Not Started, Less than 50% Completed, More than 50% Completed, or Fully Completed.

Vendor Payments:

Sub-recipients must report all payments made to a single vendor, under the same award, if the cumulative total exceeds $25,000 for the quarter. Please review the Managing Vendors section for more details about vendor payments.

Add Notes:

If you have questions or comments about your project, you may use Parrascope's add note feature to communicate with other users internally, or with users from your prime recipient agency or vendor organization. Please review the Adding Notes section for more details.

Managing Vendors :

Vendor Registration:

The OMB now requires sub-recipients to report all cumulative payments made to a single vendor, under the same award, if the cumulative total exceeds $25,000 for the quarter.. Previously, the $25,000 threshold was applied to single payments only, but an update to the guidance from memo m10-34 indicates that this total must now aggregate payments to each vendor within the quarter for each sub-award. Recording these payments in Parrascope requires these vendors to register with the system.

Registration is a quick, one time process for vendors that can be accomplished in minutes. Having the vendor provide its own address, DUNS number, and contact information ensures the most accurate reporting possible with the least amount of effort from all parties. Once a vendor is registered with Parrascope, all other prime recipient and sub-recipient members can add the company to their private vendor list and begin recording payments.

Vendor List:

Each sub-recipient maintains its own private list of vendors. You may choose to limit this list to only those vendors that will receive at least $25,000 in a given quarter, or you might decide to add all known vendors. Any vendor registered with Parrascope may be added to or removed from your private vendor list at any time.

Vendor Payments:

You must report all vendor payments (cumulative for the quarter) greater than $25,000 for each ARRA award. Parrascope will automatically assign these payments to the final report.

All members are permitted to create unlimited user accounts with custom permission settings. This allows you to create user accounts for any individual linked to your organization and manage the content that he or she may access.

Managing Addresses :

For reporting purposes, each user account must be linked to an address. Parrascope allows you to create a database of addresses to help minimize data entry and ensure more accurate reporting.

The address entered on the registration form is considered the MAIN address and represents the default address for your membership account. This address can be changed, but it cannot be deleted.

Updating Your Member Profile :

Your member profile contains a summary of your basic membership information. This information is critical for your prime recipient's quarterly federal report, and should always be accurate.

Parrascope allows privileged users to edit the following elements of the member profile:

  • Default Contact (user)
  • Congressional District
  • Federal Tax ID
  • DUNS Number
  • Reporting Applicability

Adding Notes :

Sub-recipients use the add note feature to attach messages to their state project's official record. These notes can be sent internally to other users within your organization, or externally to any users in your network. The notes are emailed to all selected users, and the note itself becomes part of the official audit log for the project.

Users with access to view the audit log may respond to the note directly from the project details page.
