Registration

Why do I have to register?

Registration allows you to assist participating state agencies with required reporting data.

What if I don't have a DUNS number?

Sub-recipients are required to have a DUNS number to receive federal funds. Vendors are not required to have a DUNS, but most do. You can retrieve your DUNS number or acquire one from the Dun & Bradstreet website.

General Reporting

As a sub-recipient what are my reporting requirements?

Each quarter, or month in certain states, sub-recipients must update the jobs and progress form and provide a list of all individual vendor payments that are $25,000 or greater.

As a vendor what are my reporting requirements?

There are two types of vendors:

Tier 1 Vendors: Vendors that receive funds directly from a prime recipient
Tier 2 Vendors: Vendors that receive funds from a sub-recipient

Each quarter, or month in certain states, Tier 1 vendors must update the jobs and progress form. Tier 2 vendors have no respondibility other than completing a one-time registration to become a member of Parrascope.

When should I submit my data for each quarter?

Sub-recipients and tier 1 vendors should submit their quarterly report within 3 days of the end of the quarter (or month in certain states). This data can be entered any time throughout the month, even before the end of the quarter, and should be completed as early as possible.

Jobs Reporting

How do I define a job created or retained?

A job created is a new position created and filled, or an existing unfilled position that is filled, that is funded by the Recovery Act. A job retained is an existing position that is now funded by the Recovery Act. A funded job is defined as one in which the wages or salaries are either paid for or will be reimbursed with Recovery Act funding.

How do I determine hours in a full time week for my job?

In Parrascope, the hours in a full time week determines the denominator for the FTE calculation (i.e. 40 hours in a full time week x 13 weeks in a quarter = 520 hours in a quarter).

The purpose of this number is to calculate the most accurate FTE number possible. "Full time" is not defined as it relates to the required hours of the position (i.e. 15 hours worked a week does NOT equal 15 hours as the number of hours in a full time week), rather how many hours an employee would have to work to be considered "full time". For most, that number will be "40".

Most prime recipients will dictate a reporting standard for the hours in a full time week, and most use "40". Some, like the Wyoming Department of Education, allow "35" for certain positions like teachers and paraprofessionals.

How do I determine the number of hours worked in a quarter?

The hours worked each quarter equals the number of hours worked that were funded by the ARRA award. If an employee works 40 hours a week for the entire quarter, and the job is fully funded by ARRA, then the hours worked are 520. If that same employee has only half of his salary funded by ARRA, take the total hours worked and multiply it by the percentage funded by ARRA (i.e. 520 x .50 = 260). In that case the reported hours will be 260.

Use time cards, or other reliable methods to accurately track the hours worked by employees that pertain to the award.

What does the Explanation of Jobs Created or Retained need to include?

The explanation of jobs created or retained should be a brief narrative description of all jobs listed in the "Project Job Totals" block of you Quarterly Jobs/Progress page. If a job reflects partial hours or funding, please explain how you calculated the number of hours. For these jobs, please include information such as start date, hours worked in a day, number of days worked, or percentage of the job funded by ARRA to help the state reviewer to certify your FTE results.

What if the award does not produce any jobs for my organization?

If your award does not produce jobs, do not enter any jobs into the "Project Job Totals" section, and type "No jobs created this quarter." into the explanation of jobs created or retained field. After the first reporting period you will not have to update these items again as long as no jobs were created or funded by the ARRA award.

Will I have to recreate my jobs list every quarter?

No. All reporting data is retained from quarter to quarter, and you may update the fields or keep them to same.

Project Progress

How do I determine the Completion Status of the project?

The completion status is your estimate of how far along you are on the overall completion of the project. There are only four choices available:

• Not Started
• Less than 50% Completed
• Completed 50% or More
• Fully Completed

What information should I include in my Progress Description?

The Progress Description should be a narrative description of the overall purpose and expected outputs, outcomes or results of the project, including significant deliverables and units of measure when appropriate. This description should be cumulative from the start of the project. Since all submissions are saved from one quarter to the next, updating this description should be fast and easy.

Vendor Payments

Am I required to report all payments made to vendors?

Technically, no. Only individual payments of $25,000 or more are required for reporting. However, Parrascope provides importing tools that allow you to easily import all payments, regardless of the payment amount.

Imported payments greater than $25,000 will have to be linked to a Parrascope member, which can happen before or after the import.

How do I enter vendor payments?

There are two ways to enter vendor payments, manually and via .csv import.

To add payments manually, you must:

• Verify that the vendor has registered with Parrascope
• Add the vendor to your private Vendor list
